Repair Technician Smog License

Repair technician’s smog license: O.K. there are still questions concerning the students who did not pass or complete smog course, “Basic Clean Air Car Course and Advance Clean Car Course” and is transitioning into the new smog license 2013 program.

The question goes as follows; if I have or completed the engine performance course, and Pass Alternative A6 Electrical, Alternative A8 Engine Performance, Alternative L1 Advance Engine Performance, can I still receive my repair technician’s Master Techsmog license?

Now I wrote about this earlier, if an individual person has finished an accredited school, that teaches the smog program and if he/she has met the requirements.

Which in the case with my class when students complete the emissions course, “day program”, they will have 720 hours and over 280 hours of engine performance work.

Along with these hours they will need, 1 year work experience, in the field of engine performance.

 An individual candidate, who has met these requirements, will qualify for the state examine.

This is one of the requirements to get a Repair technician’s smog license.

Remember you can also qualify by having an Associate’s Degree in Science or Arts, or a certificate in automotive technology.

Or

Two years in automotive experience in the automotive field and completing and passing the new BAR diagnostic training course.

So the answer to his question and many people, who may be thinking the same thing, is Yes!

If an individual completes an engine performance class and has 1 year experience they now can apply for the state repair smog license.

Now keep in mind with this Repair only license you cannot certify any smog vehicles you are just repairing the vehicle and sending it back to the test only, and they will provide the certificate if you repair the vehicle correctly.

There is new smog check equipment required for smog stations coming are way.

I’m going to list some of the new smog equipment for most stations that will be required, in order to perform a smog check in California.

The Star Test only and Star Test and Repair Smog Check stations will require having the listed equipment.

  • The BAR – 97 Emissions Inspection System with the most current hardware to perform the smog checks.
  • If a smog station wishes to perform a smog inspections on newer vehicles, will have to have the new OBD Inspection system to conduct a smog check on vehicles that are 2000 model years and newer.
  • Stations will have to have a Low Pressure Evap Tester
  • Fuel Cap Test Adapter, Tire Pressure, and all the other basic equipment from the previous program.

The Test only and Test and Repair Smog Check stations will require having theses listed equipment.

  • The BAR – 97 Emissions Inspection System with the most current hardware to perform the smog checks.
  • If a Test only smog check station wishes to perform a smog inspections on vehicles, will have to have the new OBD Inspection system to conduct a smog check on vehicles that are 2000 model years and newer. If they wish just to do smog checks on vehicles that are 2000 model year and newer only, I’m assuming the automotive smog station will only need the new OBD machine.
  • Stations will have to have a Low Pressure Evap Tester
  • Fuel Cap Test Adapter, Tire Pressure, and all the other basic equipment from the previous program.

Now keep in mind if you are a Non Star Test only Smog Station you will not get directed vehicles or Gross Polluting vehicles.

Remember your Smog License Star Test Score will be base on your smog check performance.

A poor score affects your shop score and a poor automotive shop score will be limited on the automotive smog checks it can perform.

Remember poor score, low volume of smog checks and or automotive repairs.

I think it would be hard for any automotive Test only  shop to stay in business that way.

Smog Check – 2013 PROGRAM

As you properly know the smog check test for certain vehicles are changing. It looks like we are going to be performing a BAR 97 test on some vehicles and an OBD Inspection System, “O.I.S test” on the rest.

From 1976 to 1999 and some 2000 model year vehicles over 14,000lbs will still need the B.A.R. 97 Test. While the model year 2000 and up will need the new O.I.S Test smog check?

In other words the new test will be the monitor check and visual check as it stands at this moment.

This will also include Hybrids 2000 model year and newer and diesel vehicles 1998 and newer will be subject to the new OBD Inspection System “O.I.S” Test also. The new smog check procedure is one of the many changes that is coming are way.

Now if a station wishes to perform smog checks and wishes to be a Star station they are required to have all the tools and equipment to test all smog check related vehicles, this includes repair and reference materials.

A Non- Star smog check station will only need the equipment and reference material for which vehicle they choose to test.

Here is an example what I’m talking about:

If a technician is testing an older vehicle, “1999 and older “you will need the dynamometer to perform an emission test.

If you are testing a newer “2000 model year and up” vehicle you will need the new O.I.S Test equipment.

Do you want to guess what you will need if you are testing all vehicles from 1976 to the present and you are a Star station?

It looks like you will need both pieces of equipment to do a smog check in the new program.

Here is another piece of interesting information, before in the old program if a vehicle came up and you did not know how to fix it you would tell the customer that you could smog it, but you did not have the tools or knowledge to fix it.

Then the customer simply would sign the invoice indicating they were told prior to the smog check, you could not repair their vehicle if it fail, and then you would simply smog the car.

Now the new rule will be if a car pulls up and you cannot repair it, if the car fails, you are supposes to reject the vehicle prior to doing a smog check or any other repairs.

Yes!

You are not allowed to test that vehicle without the correct tools, knowledge and or equipment.

Which honestly makes sense; this will stop a lot of people from damaging a car because of its configuration.

The new smog check program will be very interesting; I can’t wait to see how this turns out.

2013 Smog License

Most people still do not understand the changes in the new 2013 smog license program.

Your smog license will still be good until you have to renew it.

Once you renew your license you will have to pick which license you would like to have, Inspector license, repair license, or both.

Most people will properly pick both.

2013 SMOG License: INSPECTOR License

If you are looking to have the Inspector license starting in 2013 smog license program, your requirements will be to complete Emission Control Training 1 and the Smog Check Training 2 within the last 2 years.

Then pass the state license test, and then you will qualify to work in the new 2013 updated smog license program.

So let’s say this again, if you have little or no experience and you wish to become a license Inspector,(test only tech) you will have to complete Emission Control Level 1 and Smog Check Training level 2.

Now if you are only interested in test only, this class will be a lot easier then the previous classes, when you had to learn diagnosing.

Now if you have the ASE A6, A8 and L1 all you will have to do is pass the Smog Check Training 2 portion of the program.

An individual who has these three ASE licenses will not have to take Emission Control Level 1.

Then you now will be able to take the state examination, as long has you have pass the smog checking training level 2 in the last two years.

Now if you would like the test and repair license, it’s a little more work. You will need ASE A6, A8 and L1.  Have a degree in automotive technology.

Or a certificate from a authorize trade school with a completion of 720 hours with 280 hours in shop for engine performance.

You can even have 2 years of shop experience, with the completion of the B.A.R. new alternative training program within the last 5 years.

Then you will qualify for the state examination.

2013 Smog License Class: Repair only license

If you would like to apply for the repair license, you will still need to have one of these four items.

ASE A6, A8, and L1 and pass the state examination

Or

Associates of Art or Science Degree in automotive technology, and pass the state examination

Or

A certificate of technology from an accredited school or trade school, with a minimum of 720 hours and at least 280 hours of course work, in the area of engine performance, and pass the state examination.

Or have a minimum of 2years automotive repair experience in the area of engine performance, along with completing the new B.A.R. alternative course.

Then you will qualify for the state examination.

As we know the smog program is changing and it looks like I am making a lot of changes fast. B.A.R has stated they will not renew anyone’s license that expires after August 1st 2012.

It sounds very confusing, but what they are saying is simply this. I think, what they are trying to say is, if your smog license expires after this date, you will have to renew your license under the new terms.

You would have to pick a license, Inspector License, Repair License, or Both.

I’m personally suggesting to techs to choose both, this way you will have more choices. If you get an Inspector smog license you can only work at a test only center.

Now under the new regulations you can repair a smog failure without having all the expensive equipment, i.e. Dyno.

This is the Repair smog License, with the proper requirements you can apply for this. The only problem here is, you cannot certify the vehicle.

Basically both smog licenses will give you more options, now if you are a hard core test only guy go for it.

Anyone license who expires after December 31st 2012 will need the new smog license 2013 update class.

The update class for the inspector smog license will only be 4hrs, and the update class for the Repair smog license will be 16hrs, and this 16hr. course will qualify you for both licenses.

Inspector Smog License

A technician who inspects and certifies an emission control vehicle, other words the old test only system.

Repair Technician Smog License

A technician who will repair, adjust and diagnose an emission control vehicle which had failed the California smog check.

Smog check Technician

A technician who holds an inspector license and a repair license.

There are going to be changes in the way we do smog inspections also, here are some of the changes.

Vehicles with the model year 1976 – to the model year 1999 and some 2000 model years non OBD II over 14,000lbs, will still need the ASM test, “if compatible with dyno”.

Now here is the new change that may require a new smog machine.

The model year 2000 and newer will require the new OBD Inspection System, (OIS). This will also include some hybrid and Diesel vehicles.

This is basically plug and play setup to check the monitors, with a visual inspection.

Automotive Smog License Renewal

I’m getting many phone calls on the ET blast about the automotive smog licenses renewal. The questions are usually the same, will my license stop functioning once the program starts.

Do I have to take the ASE now, before I take the update class?

Which License do I need to have?

Well this is what I know, your automotive smog license will be good for the duration of the license .  When your license expires you will have to pick a license, Inspector License, Repair License or Both.

I really suggest both, why would you limit your self to one automotive smog license to work in one place, unless you really like to be in Test only, with no automotive emissions repair.  My thought on having both automotive smog licenses is an automotive repair shop can now have a Repair only license to fix failed smogs without all the equipment, but they need a someone with a Repair License.

When you have both automotive smog licenses, it does not mean you have to work in a Repair station, you can choose to work in either one just like now, but with both licenses you now have an option to move, if you choose to do so.

If you have one license, you are stuck!

Also there are more options now for the automotive repair shops who have an ASE Technician who can fix cars and according to the B.AR. better than some license smog technicians  with Alternative ASE.

Now these shops can fix vehicles  legally now.

The automotive repair station can now choice to have a repair only license, they would have to hire someone, are go to school and take a class with the minimum of 28hrs.  and now be legally certified to repair failed smog.

Automotive Repair Smog Inspector

A automotive technician who is seeking an Inspector License only needs a minimum requirements smog inspection knowledge on emission control components. Any one who is seeking an Inspector license does not need knowledge in diagnosing and Repair.

Qualifications for Inspector License are:

Some one with no experience will need to take Level 1 on engine and emission control training.

Level 2 Inspection and Procedure Training

Then they will be qualify for the state examination.

Automotive Repair Technician Smog License

This Technician will need to have knowledge in Diagnoses and Repair. You do not need to have experience in this field to become a smog technician, just fulfill the requirements.

Automotive Repair Technician Smog License Qualifications

Most have ASE Certifications, (not Alternative ASE Certifications) in there possession, then they can go to Level 2

or

Have an AA/AS degree or higher in automotive technology from an state accredited school, trade school or college, and have one year automotive repair experience in engine performance, then they can go to level 2

or

Have a certificate in automotive engine performance technology with at least 720 hours of course work and 280 hours in the engine performance area and one year in engine performance.

or

Pass the state examination and renew their license biennially.

Now concerning the ASE license the B.A.R. what’s every one t0 take the ASE certification test, but they will have an outlet for you if someone fails the ASE test. The state is working on other ASE Alternative course different from  the one in progress right now. This new ASE Alternative course will be under a new name  and as an outlet, if you fail the ASE Test.

Now is it mandatory to take ASE test, I really don’t know, but it sure sounds like it is.

When they let me know I will notify everyone else.

They have one important change for right now, you can not have one or two ASE certificates and one ASE Alternative certificate.  You will have to pass  all three certificates ASE A6, A8, and L1 or Pass the new Training Course, (former ASE Alternative) B.A.R. is developing right now.

When will this new ASE Alternative course start, B.A.R hasn’t said anything yet but if I had to guest I would say towards the end of the year or January 2013, but it’s just a guest.

Now does the Automotive Smog License Technician Inspector who is renewing their license have to take the same test the Automotive Repair technician have to take?

No! The Automotive smog inspector will be given a different class for 4hrs when renewing their license, probably starting in 2014.

The Automotive Smog License Renewal for the Repair License will have to take a 16hr course.

If the automotive smog license repair technician wants both, he/she still only needs to take 16hrs. It will be good for both licenses, that is another reason to have both.

As you can see things are changing hopefully for the best.
